Louise West Payne of the 100 block of Fairview Drive., died March 17, 2001. 
   A native of Halifax, N.C., she was employed by Southampton Memorial Hospital and had been a member of New Hope Baptist Church, Franklin, the Ladies Auxiliary, Hospitality Committee, Sunday School, and Purchasing Committee. 
   Survivors include two daughters, Vivian Ann Wiggins and Joann L. Harrell, of Suffolk; two sons, Clarence Payne III and Billy L. Payne of Norfolk; three sisters, Estelle Everett, Lula B. Richardson, of Franklin, and Mary W. Battle of Rocky Mount, N.C.; a brother, Elijah West of Passaic, N.J., seven grandchildren; two great-grandchildren; four aunts, five uncles; nieces, nephews, cousins and in-laws. 
   A private funeral will take place on Wednesday. Burial will be held in Southampton Memorial Park , Franklin. Visitation for Mrs. Payne will be from 11 a.m. to 5 p.m. today at Wm. M. Johnson & Sons Funeral Home Inc., Franklin.
