WALTERS  Harriet Rhodes Lowe, 75, the widow of William Ballard Lowe, died Sunday Jan. 28, 2001 at Southampton Memorial Hospital.
  Mrs. Lowe, a lifelong resident of Isle of Wight County, was a daughter of the late Charlie Elliott and Bertha Patsy Carr Rhodes. She was a member of Antioch Christian Church.
  Survivors include a daughter, Linda L. Jenkins and her husband Bill of Windsor; a son, David E. Lowe and his wife Jean of Franklin; a sister, Martha R. Wellons and her husband Floyd of Franklin; three grandchildren, Jeffrey and Stacy Lowe and Christopher Jenkins; and a niece and nephew, Cindy McFarland of Franklin and Woody Wellons of Draper, Utah. Mrs. Lowe was predeceased by two brother and sister, John O. Rhodes and Eddie C. Rhodes and Annie Belle Carr.
  A funeral will be conducted at 2 p.m. Tuesday in Wright Funeral Home, Franklin, by the Rev. Mark Habecker. Burial will be at Colosse Baptist Church Cemetery. The family will receive friends at the funeral home from 7 to 8:30 p.m. today and suggests that memorials be made to a favorite charity.
