William Franklin Outland 22 MAY 1938 - 28 MAY 2011 WOODLAND, Jan. 7-William Franklin Outland, 87, died Friday afternoon after a brief illness. He was the son of the late Elijah and Margaret Griffin Outland and was a resident of Woodland all of his life. He was married to the late Elizabeth Brown, daughter of the late Albert W. and Lydia J.
