He was born Sept. 24, 1941, in Virginia Beach, the son of the late William Lee Mutter Sr. and Mary Brock Mutter. William was an avid scuba diver and loved teaching his family how to dive. He was preceded in death by his daughter, Donna Hall. Left to cherish his memory are his beloved wife of 29 years, Patricia A. Mutter of Virginia Beach; sons, Billy J. Weaver of Greenville, N.C., Roy Lee Ratliffe of Florence, S.C., and Donald B. Weaver of Virginia Beach; daughters, Teresa Weaver Colbertson and Susan Marasco, both of Virginia Beach; seven grandchildren and eight great-grandchildren; brother, Richard Brock and sister, Diane Brock McDonald, both of Norfolk; his best friend, Mark Miller; as well as other loving family and friends.
