Born and raised in Franklin, he was a son of the late Robert Howard Cotton, Sr. and Margaret Whitfield Cotton. He was also predeceased by his brother, Robert H. "Bobby" Cotton, Jr. Sammy was a graduate of Franklin High School and a retired banker. He was a long-time resident of Richmond during his working years. Sammy was a member of the Silver Riders Bicycling Club. He always had and loved dogs. Left to cherish his memory is his sister, Suzanne Cotton Councill of Manakin-Sabot, VA; his sister-in-law, Anita H. Cotton of Coinjock, NC; and nieces and nephews, Andrea C. Stone, Allison L. Cotton, George Councill Jr., Peter Councill, and Samuel E. Cotton; and a great nephew and niece, Jay and Jordan Sample. A Graveside Service will be held at 3PM Friday, March 1, 2024 in Poplar Spring Cemetery in Franklin, VA with Rev. Dr. Charles Qualls officiating.
