WINDSOR Telzie "Tootsie" Carr Whitley Artz, 87, of 18552 Pope Swamp Trail, died Thursday, Feb. 4, 1999, at her residence. She was a native of Isle of Wight County and a retired dispatcher for the Isle of Wight Sheriff's Department. Mrs. Artz attended Pine Grove Assembly of God Church. She was preceded in death by her husbands, Clarence Edwin Whitley and Harold Emmerson Artz. Survivors include: a son, Clarence "Sammie" T. Whitley of Windsor; two granddaughters, Linda Tynes and Jackie Carr; and six great-grandchildren, Shannon Graffam, Doug Nabors, Joshua Nabors, Jacob Tynes, Kristy Carr and Thomas-Steele Carr. A funeral service will be conducted Monday, Feb. 8, at 11 a.m. at Colonial Funeral Home Chapel, Smithfield, with Pastor Anthony C. Graffam officiating. Burial will follow in Holly Lawn.
