Mr. Spencer was born in Healton, Okla., and was retired as a sanitarian/inspector with the Isle of Wight County Health Department. He was also a retired chief, U.S. Navy, after 21 years of service and a veteran of World War II. He was a member of Windsor Christian Church and Healton Masonic Lodge (NU)23. Survivors include his wife, Sudie Piland Spencer; a daughter, Sylvia M. Spencer of Portsmouth; a son, Martin Lynn Spencer of Fort Lauderdale, Fla.; four sisters, Viola S. Hall of Tulsa, Okla., Clara S. Salter of Beaufort, N.C., Geneva S. Bridge of Chandler, Okla., and Sylvia S. Trout of Texas. He was predeceased by his mother and father, Jennie and Lynn Spencer. A funeral will be conducted at 2p.m. Saturday in Sidney F. Harrell Funeral Home, Suffolk, by the Rev. Basil L. Ballard. Burial will be in Windsor Cemetery . The family will receive friends at the funeral home from 7 to 8 p.m. today and at the residence at other times.
