Mr. McWilliams was born in Las Cruces, N.M. He had retired from the city of Franklin after seven years. He was also a retired Navy command master chief of the USS Independence. He was a veteran of the Korean and Vietnam wars. He was a member of Fleet Reserve Association, American Legion and Virginia Building and Code Officials Association.
