   James T. Harcum, 79, of the 1000 block of Hugh St., died December 12, 1992, in the Berkshire Medical Center, Pittsfield, Mass.  Mr. Harcum was born in Holland, Va.  He was employed as maintenance supervisor of the Monticello Hotel, chief engineer of Atlantic Ice. Co. and foreman of the City of Norfolk Water Dept.  He was a member of Norview Baptist Church, Norfolk. He was the husband of the late Odessa Holland Harcum and father of the late Judity B. Hinchey of Franklin. Survivors include one daughter, Mrs. Elizabeth A. Lakek of Pittsfield, Mass., with whom he lived for the past six months; two sisters, Mrs. Kirk Thompson of Portsmouth and Mrs. Harvey C. Duke of Suffolk; five grandchildren and three great-grandchildren. The funeral will be conducted at 11 a.m. Wednesday in Smith & Williams Funeral Home, Norfolk Chapel, by the Rev. James A. Bradshaw. Burial will be in Woodlawn Memorial Gardens. Friends may join the family from 7 to 9 today in the funeral home.
