Constance Road, a homemaker, died March 13, 1995, in Obici Hospital, Suffolk. Mrs. Blanchard was born in Gatesville, N.C. She was the daughter of the late Mamie Story Baines and John David Baines and was the widow of Watson Vivian Blanchard. She was a member of Holy Neck United Church of Christ, Suffolk. Survivors include a stepdaughter, Sue Ann Strickland of Portsmouth; a son, Richard S. “Dickie” Carter of Chesapeake; a stepson, Charles W. Blanchard of Chesapeake; two sisters, Mabel B. Riddick of Corapeake, N.C. and Jean B. Blanchard of Hobbsville, N.C.; two brothers, William S. “Bill” Baines of Hobbsville and J. Edgar Baines of Gatesville, N.C.; seven grandchildren; and one great-grandson. She was predeceased by her first husband, Albert Riddick Carter. A funeral will be conducted at 2 p.m. Thursday in Sidney F. Harrell Funeral Home, Suffolk, by the Rev. E. Cecil Smith. Burial will be in Holland Cemetery. The family will receive friends at the funeral home from 7 to 8 p.m. today and other times at the home of the son, 1509 Blackboard Drive, Chesapeake.
