Born in Charles City County, he was a son of the late Joseph Lang and Mary Luter Billups. An Army veteran, he was retired from Southampton County Public Works Department and was a longtime employee of W.H. Scott Construction Company. He was an avid hunter and fisherman and also loved motorcycles. Survivors include his wife of 43 years, Withie Bristow Billups; two sons, Daryl W. Billups and his wife, Kim, of Franklin, and Douglas L. Billups and his wife, Leisa, of Zuni; a sister, Audrey B. Butler of Suffolk; four grandchildren, Tyler and Cody Billups and Samantha and Jenna Billups; a niece, Jackie White, and a nephew, Larry Butler of Chicago. A funeral will be conducted at 2 p.m. Saturday in Wright Funeral Home with the Rev. Willis Switzer officiating. Burial will be in Black Creek Cemetery. The family will receive friends at the residence at 18266 Black Creek Road and suggests that memorials be made to Black Creek Baptist Church Building Fund, 34163 Vicksville Road, Franklin, VA. 23851.
