Born on Oct. 27, 1919, in Isle of Wight County, he was the son of the late Linwood Billups and Mary Alice Copeland Billups. He was a retired employee of the Virginia Department of Highways and Transportation, Windsor District. He was the husband of the late Laura Bishop Billups. He is survived by a daughter, Betty Ann Spiers of Waco, Texas; two sisters, Frances McDermitt of Cumberland, R.I., and Virginia B. Rawls and her husband, Joseph, of Zuni; two brothers, Earl Billups and his wife, Mabel, of Zuni and Frank Billups and his wife, Ginger, of Belhaven, N.C.; 16 nieces and nephews; and 17 great-nieces and great-nephews. He was the brother of the late James Robert Billups, William A. Billups, Kenneth Raymond Billups and Jasper Joseph Billups. A graveside service will be held at 3 p.m. Sunday in Waverly Cemetery by the Rev. Steve Bradshaw.
